Yes, seriously. In fact, he prefiled this bill during the winter recess so that it would be the very first thing on this year’s calendar for the Georgia state legislature: House Bill 1.
House Bill 1 declares the Supreme Court’s decision in Roe v. Wade null and void on the basis of states’ rights, and creates a new felony crime of “prenatal murder”. “Prenatal murder” is explicitly defined as not only any abortion regardless of medical need, but also any miscarriage in which the woman cannot prove that there was “no human involvement whatsoever in the causation of such event”. The penalty for “prenatal murder” is specified as a mandatory sentence of either life imprisonment or execution.
